Brief review of the pipeline construction in the Makarovskiy Region under the Sakhalin II project

This paper was drawn up by Ph. D. in Geography Afanasiev V. V., the member of the Committee for Natural Resources and Environment of the Sakhalin Region. This review is based on the field study of current geology-geomorphologic processes related any way to the pipeline construction under the Sakhalin II project. Study has been carried out from August 21 to August 25 during the pipeline inspection, jointly with Rosprirodnadzor of the Sakhalin Region. The up-to-date information about design and survey was used when drawing up.

This document provides the reader with a summary of the environmental and social impact assessment work that has guided the definition and delivery of the Sakhalin II Phase 2 Project. It provides a summary of the likely impact of the project and what it is expected to bring to the people of Russia. It describes the Company’s approach to the management of Health, Safety and Environment (“HSE”) and socio-economic matters, as well as its requirements from its contractors. A description of the environmental and social impact assessment work that has been done to date follows, starting with a discussion on project alternatives, the impact assessment process, and a concise overview of each of the pertinent environmental and social issues.

On 26 July 2005, the Independent Recourse Mechanism (IRM) of the European Bank for Reconstruction and Development received a complaint relating to the Sakhalin 2 Phase 2 Project. The “Comparative Environmental Analysis of the Piltun-Astokh Field Pipeline Route Options” (hereafter referred to as the CEA) brings together the body of work referenced above and should be considered as supplementary and complimentary to the WGW EIA and other related SEIC documentation. The primary purpose of the CEA is to identify and analyse the main sources of impact to the WGW from SEIC’s construction and operations activities, evaluate the magnitude of the impacts and outline mitigation measures that could reduce the impacts to acceptable levels.

Dredger runs aground in Kholmsk during typhoon

On September 8th at approximately 2150 the vessel TSHD Cristoforo Colombo owned by European Dredging Company lost power and ran aground during heavy typhoon winds in between Kholmsk Fishing Port and Kholmsk Commercial Marine Port. 29 crew members remain on board for safety reasons. All crew are well and in no danger.

IUCN Convens an Independent Scientific Panel to look into Sahalin II Project's Impact on the Western Gray Whale

In response to widespread concerns over enviromental impacts of proposed oil and gas developements off the Sakhalin Island in the Russian Far East- IUCN The World Conservation Union is convening an Independent Scientific Panel, which will evaluate the impacts on these developments on the criticalz endagered Western Gray Whale population and realted key elements of biodiversity.

Sakhalin Energy refocuses 2004 offshore pipeline construction programme

(April 30, 2004)

Sakhalin Energy Investment Company Limited  today announced that it is to reschedule offshore pipelines construction work in the Piltun-Astokhskoye field pending further technical work that is designed to ensure minimal disturbance to the Western Gray Whale. Offshore pipeline construction work during 2004 will now be focused on the Lunskoye field and Aniva Bay further south, previously planned for completion later in the construction period.

The project is likely to have significant demonstration effects, as it will be the first long-term municipal infrastructure loan on a regional scale in the Russian Far East. The transition potential of the operation relates to commercialisation of water and district heating services through tariff reform, including cost-recovery and reduction of cross-subsides between different categories of users, and through an introduction of a regional operating company providing services to municipalities on the basis of service contracts.

In the energy sector "there is a real commonality of interests" between the United States and Russia, Ambassador Alexander Vershbow told participants in the U.S.-Russia Energy Summit Executive Seminar in Moscow June 17. "The United States is the world's largest energy consumer and is trying to diversify its sources. Russia has some of the world's largest deposits of energy resources. The goal is to make sure Russian oil companies can develop their resources and get their products to market," said Vershbow, the U.S. ambassador to the Russian Federation.
